Scope Of Work
Stacy and Witbeck/Atkinson, a Joint Venture (SWI/Atkinson) was awarded the first of twelve separate Sound Transit East Link Extension projects. This is also the first-ever GC/CM contract under the new Washington State Heavy Civil GC/CM legislation, which allows heavy civil general contractors to negotiate to self-perform up to 50 percent of the Maximum Allowable Construction Cost (MACC) and bid an addition 20 percent, requiring GC/CM's to subcontract a minimum of 30 percent of the MACC.
The E335 project includes 1.9 miles of the new rail alignment through downtown Bellevue including at-grade track, track within a tunnel, elevated track guideway, retained cut/fill segments, and a major cast-in-place segmental bridge over I-405. The four stations are at East Main Street, NE 6th Street (Bellevue Transit Center), Hospital Station, and 120th Street Station. SWI/Atkinson also constructs the north tunnel portal, utilities, civil systems infrastructure, and 0.4 miles of storage track in the abandoned BNSF right-of-way.
The E335 project interfaces with five other Sound Transit East Link projects (E320, E330, E340, E750, and a potential Operations and Maintenance Facility), as well as private and public projects along the alignment. During the preconstruction phase, SWI/Atkinson will review these interfaces to identify efficiencies and modifications to reduce risk and ensure seamless project interface while supporting Sound Transit's designer in completing the final design.
