Scope Of Work

First Housing Development Corporation of Florida completed the Credit Underwriting and construction administration for the Housing Finance Authority of Miami-Dade County for the purchase, rehabilitation and permanent financing of Douglas Pointe Apartments, a 176 unit development to be located in Miami Gardens Florida.

Construction to Permanent Financing included County Mortgage Revenue Tax Exempt Bonds and an award of Housing Tax Credits.

Douglas Pointe Apartments contains 72 Two-Bedroom and 104 Three-Bedroom units within 8 Two-Story residential buildings.  Every apartment has an individual split system central heat and air-conditioning system, individual hot-water heater, and kitchen appliances.  This site, which is gated, offers a swimming pool, picnic area, volleyball court, computer lab, central laundry facility and freestanding community clubhouse.  The project is 100% income restricted.

Full site rehabilitation included the existing roof shingles will be replaced with new asphalt shingles. The existing gutters and downspouts be replaced with new aluminum gutters and downspouts. The existing windows be replaced with new impact resistant double-glazed horizontal sliding type windows in vinyl frames. The existing sliding glass doors be replaced with new vinyl sliding glass doors. New lever handles were provided on all first floor unit entry doors and clubhouse doors. New insulated metal exterior doors were provided on all accessible units. The existing kitchen and bathroom cabinets and countertops were replaced with new wood cabinets. New countertops were finished with plastic laminate.  New unit appliances included Energy Star electric range, Energy Star rated refrigerator, Energy Star rated dishwasher and garbage disposal. The bathroom and kitchen faucets as well as toilets were replaced in all units with low flow fixtures. New toilets were replaced in the accessible units with compliant toilets.  Existing direct expansion (DX) split systems were replaced in 145 units. Existing light fixtures were replaced with new LED fixtures. Exterior light fixtures were connected to photo cells and solar panels were installed on the apartment building roofs. The existing asphalt paved parking areas were repaired, resealed then restriped. A new security system was installed.  New curb ramps were provided throughout the site. A new accessible route was provided at the dumpster enclosures. The existing sidewalks were repaired as required. All eroded areas were filled and re-sodded.

The project completed construction in early March 2019.
