Scope Of Work
First Housing Development Corporation of Florida completed the Credit Underwriting and rehab construction administration for the Housing Finance Authority of Miami-Dade County for the purchase, rehabilitation and permanent financing of Cameron Creek Apartments, a 148 unit development to be located in Florida City Florida.
Construction to Permanent Financing included County Mortgage Revenue Tax Exempt Bonds, a State Apartment Incentive Loan (SAIL), the assumption of two Miami-Dade county loans and an award of Housing Tax Credits.
Cameron Creek Apartments contains 20 One-Bedroom, 74 Two-Bedroom and 54 Three-Bedroom units within 10 Two-Story residential buildings. Every apartment has an individual split system central heat and air-conditioning system, individual hot-water heater, and kitchen appliances. This site, which is gated, offers a swimming pool, picnic area, volleyball court, computer lab, central laundry facility and freestanding community clubhouse. The project is 100% income restricted.
Full site rehabilitation focused on improving tenant quality of life and improving the physical condition and operational efficiency of the Project. Operational efficiencies were created through investments in renewable energy and energy efficiency features. For example, all lighting fixtures in the units and common areas were upgraded to energy efficient LED fixtures; all apartment electrical appliances were upgraded to Energy Star rated appliances; water fixtures were replaced with more efficient low-flow toilets, showerheads, and aerators; existing HVAC systems were upgraded to higher efficiency systems (minimum SEER 14); roofs were upgraded to have higher insulation levels; all external windows and sliding doors were replaced with double glazed units further improving the building envelope’s insulation levels; and a solar PV system was installed on the roofs of the buildings to generate electricity serving the common areas. Additional rehab included interior door hardware replacement; replacement of kitchen cabinets/vanities; replacement of kitchen countertops with laminated units; and installation of resilient vinyl flooring. Additional external work included painting of all exterior walls and sidings; parking lot and pavement trip hazard repairs; exterior lights replacement with LED light fixtures; pressure washing of all the sidewalks and curbs; and cleaning/repairing of all storm drainage systems to ensure highest efficiency operation. A new virtual security system with high resolution cameras across the site has now been installed. Finally, per Florida Finance Housing Corporation’s requirements for allocating tax credits, 5% of units have been upgraded to full ADA compatibility including appropriate cabinet and sink fixtures and roll-in showers, and 2% of the units have been upgraded to include HVI features.
