Scope Of Work

Among the largest and most complex design-build projects ever attempted by the State of California, this 50-building prison healthcare campus was constructed and commissioned in only 22 months from start to finish.

The California Healthcare Facility provides medical care and mental health treatment to California inmates who have the most severe and long-term needs. Designed to accommodate more than 1,700 inmate-patients at any one time, the 1.4-million-square-foot campus includes a diagnostic and treatment center, a central energy plant, a visitor and staff entry building, a central kitchen, staff training facilities, a warehouse, and support facilities.

Enovity provided whole-building commissioning services for the campus. In addition to LEED-required systems, the commissioning scope also included security (paging/intercom, CCTV, electronic locks, personal duress, and integrated electronic PLC-based access control), wastewater, materials handling, medical gas, and X-Ray room protection systems.

Driven by a court-mandated deadline, the campus had to be up and operational by July 1, just 22 months from the selection of the two separate design-build teams. Due to the compressed schedule, Enovity's commissioning team increased on-site presence during the critical testing period, with up to 10 engineers on site at the same time. This ensured that no system was neglected before the facility opened.
