RJ Pagan & Associates, Inc. (RJ Pagan) is a professional service construction engineering firm that provides project management, owner’s representation services and general civil engineering design. Our approach to each project is to bring practical solutions, through hands-on construction expertise. R.J. Pagan & Associates, a certified 8(a), Disadvantaged Business Enterprise (DBE), and Emerging Small Business (ESB), was founded in 2007 to provide cost-effective and innovative professional design and construction management services for clients that manage, maintain, plan, and construct horizontal infrastructure projects.
Our experience includes tunnels, bridge and roadway design, drainage studies, structural engineering, construction engineering and construction project management. We have extensive experience providing these services in accordance with DOT, Federal, and Local Agency requirements.
We are thoroughly knowledgeable in all construction practices from estimating, project controls, certified payrolls, utility relocations, safety, construction engineering, traffic control, EEO compliance, quality control, design engineering, and most importantly construction practices as they relate to controlling costs.
