With more than 40 years of construction experience in concrete restoration, new building construction and site work, Carl Butler joined Anchor Construction in 2011 after 17 years at Kerill Enterprises where he served as vice president of concrete restoration for 15 years. His work experience includes managing and securing work with the DoD, Navy IDIQ and NAVFAC along with restoring the structural integrity of buildings for private owners and HUD.

Mr. Butler studied Civil Engineering at the University of Pittsburgh.

As the driving force behind Anchor Construction’s history of excellence, Florentino Gregorio has more than 30 years of management experience in infrastructure construction. Mr. Gregorio started as the vice president and secretary of the company when it was C & F Construction and has seen it grow immensely since then.

Since 2006, he has been very active in the National Chapter of the National Utility Contractors Association (NUCA), serving on the Board of Directors from 2008-09, as Board Secretary from 2010-11, as Treasurer from 2011-12, as Chairman from 2012-13 and is currently serving as the association’s first President. Throughout his time with NUCA, he has worked hard building the Washington, D.C. chapter from the ground up.

Mr. Gregorio graduated with a B.S. degree in Civil Engineering from the University of Maryland.

Joe McElwee, Vice President, joined Anchor Construction in 2011 after spending 18 years at Flippo Construction as a Project Engineer and Project Manager. During that time, Joe managed numerous long-term contracts for organizations such as Pepco, Verizon, DC Water, DDOT, VDOT and Washington Gas. From 2001 to 2005, Joe served as Project Manager for the Georgetown Project: A multi-million dollar rehabilitation of the major underground utilities and streetscape in the historic Georgetown area of Washington, DC. This experience made him the perfect fit to manage similar utility work for Anchor. In his five years at Anchor, Joe has managed multiple contracts with the major utility organizations in Washington, DC and Baltimore, Maryland, as well as bridge rehabilitation projects for MD SHA. As a Vice President, Joe will continue the work he has started with standardizing our procedures and training for our project management personnel. His project management experience is an unparalleled asset as the company mentors and trains our next generation of Project Engineers and Managers. Joe earned a Bachelor of Science degree in Aerospace Engineering from the University of Maryland, College Park in 1991.

Manuel Carones brings more than 30 years of roadway construction, concrete paving and utility work experience to the team at Anchor Construction. He specializes in overseeing multiple projects in multiple locations, such as the IDIQ and annual contracts including the NAVFAC, Department of Army, Fairfax County and WSSC.

Mr. Carones’ responsibilities include overseeing and scheduling more than 30 company crews and coordinating with multiple subcontractors in different job sites, machinery tracking and maintenance.  He works closely with project managers and superintendents to ensure a timely, cost efficient, high quality product to meet and exceed our customer expectations.?

Wen Liang has more than 20 years of construction management experience overseeing multiple projects in the Washington, D.C. metropolitan region. He has been responsible for the initial estimating, contract negotiation, project schedule implementation, cost controls, conditions change, invoicing and close-out.

Mr. Liang is familiar with IDIQ, on-call, and emergency contract work. He has overseen some of the company’s high profile projects such as DDOT re-construction of 7th Street for re-building Eastern Market, sewer improvement for the River Oaks subdivision in McLean, Va., and NAVFAC Warrior Transition Units at Walter Reed Medical Center in Bethesda, Md.

Mr. Liang is responsible for broadening the company’s client base and making sure our customers’ voices are heard and needs are met.

Mr. Liang has an MBA from the University of Baltimore and an M.S. in Construction Engineering and Management from the University of Maryland.

William Metzger has more than 30 years of experience in the field of safety. William joined Anchor in 1995 and has dealt with various aspects of the business while directing the safety department and developing a strong culture of safety throughout the company. Anchor’s safety department has worked to develop not only the company’s safety programs but also its subcontractor’s programs, by supplying training and consulting. He is involved with the National Utility Contractors Association and the Association of Builders and Contractors as part of their Safety and Training Committee.

Mr. Metzger is a graduate of the University of Maryland with B.S. degrees in Health and Business Administration. He is currently a certified Construction Health and Safety Technician (CHST), Occupational Health and Safety Technologist (OHST) and Master Trainer under OSHA Standard as well as NCCER.

William Custead joined Anchor Construction as a superintendent in 1990. Over the years, he has procured and overseen contracts totaling hundreds of millions of dollars.

Starting his career in the underground utility industry in 1975 as a pipe layer, Mr. Custead brings 40 years of invaluable experience to the team. His desire to stay on top of new technologies has allowed Anchor Construction to broaden its client base, expand its areas of work expertise and maintain its competitive edge. He works closely with superintendents, estimators, safety directors and the entire project management team to oversee the company’s contract and bidding processes. His involvement in the day-to-day business operations helps to ensure Anchor Construction operates seamlessly.

Mr. Custead graduated with a B.S. degree in Computer Science from the University of Maryland.

Jim Bieber has 30 years of comprehensive management experience in all phases of utility infrastructure construction. His experience includes the installation of communication, power conduit and manhole systems; installation of storm, sanitary and water lines and structures, including innovative pipe rehabilitation (cement-mortar lining, internal joint seals, cured-in-place pipe, slip lining, pipe bursting); roadway work including paving, curb and gutter, sidewalk and landscaping installation, inspection by use of CCTV methodology etc. His experience also includes constructability reviews, construction scheduling, job cost tracking, estimating and negotiating for both change order purposes and work bid process.

Mr. Bieber graduated from the University of Maryland with a B.S. degree in Civil Engineering.
