Jo-Ann Escott's Bio
Mrs. Escott is our Chief Financial Offer with over twenty-six years of experience in the accounting industry. She leads our office in all accounting, human resources and payroll.
Mrs. Escott has a diversified professional background in all aspects of office and financial management including accounting, payroll functions, tax reporting, benefits programs, preparation of financial statements and computerized accounting systems. Possess high degree of proficiency in information systems including networks, hardware and operational & financial software programs.
Mrs. Escott manages all functions related to accounts payable, accounts receivable, job cost/project accounting, payroll processing and related tax reporting for multiple entities. Responsibilities also include administration of employee benefit programs including health insurance and retirement plans, human resource functions, corporate insurance requirements, preparation of budgets, financial statements, cash flow requirements and banking relationships.
Orlando Rivera's Bio
Mr. Rivera is our Senior Project Manager with over eleven years of experience in the construction industry. He leads our Project Management team in completing Lump Sum, Design-Build and Construction Manager at Risk projects.
Mr. Rivera is our strongest attribute to our Project Management team. He spends a great deal of time digesting the project and the requirements of the Contract to determine scopes of work and constructability. He is very diligent in his processes and prides himself on working with the project team to complete the project as intended.
Mr. Rivera’s construction process can be broken down into three phases. The most critical phase includes the job set-up and procurement phase. This phase includes; formation of the P6 Primevera Critical Path Schedule, creation of schedule of values and budgets for payment and job costing, project buyout including insurance of purchase orders and composing subcontracts, obtaining proper local, state and federal permitting, and in depth review of submittals and shop drawings.
During construction, or the second phase, his responsibilities include; enforcement of FDC’s safety policies, confirming proper work implantation and creation of RFIs, managing purchase orders and subcontractors, timely delivery equipment and materials, updating; schedules, submittal logs, pay applications and budgets.
The last phase which is just as critical as the job set-up phase includes project start-up and closeout. This entails; coordination of manufacturer’s representatives services with the completion of work, onsite start-up of complex water and wastewater systems with operating flows, coordination of closeout documents and completion of punch lists.

Thomas H. Clarke, President and Founder of Florida Design Contractors has over 30 years of diversified experience in the process mechanical construction and management.
Mr. Clarke has focused the company on the construction, expansion and rehabilitation of Florida’s water and wastewater treatment system. He has constructed various utility projects ranging from conventional water treatment plants and reverse osmosis treatment plants to chemical treatment systems, air scrubbers, lift station installation, site utility improvements, airport and drainage expansions, wellfield expansions, and wastewater treatment plants.
He has been the owner and president of Florida Design Contractors, Inc. since its inception in 1989.

Ralph Cosme's Bio
Mr. Cosme is our Assistant Project Manager with over four years of experience in the construction industry. He has either managed or assisted in completing Lump Sum, Design-Build, and Construction Manager at Risk projects up to $6 million dollars.
Mr. Cosme is a strong asset of our Project Management team. He spends a great deal of time digesting each project’s details and contract requirements to determine scopes of work and constructability. He is very meticulous in his work and prides himself on working with the project team to complete the project beyond expectations.
His work can be defined by three phases. The most critical phase includes the job set-up and procurement phase. Steve Flannery's Bio
Mr. Flannery is our Safety Officer and Project Manager with over twenty-six years of experience in the construction industry. He is responsible for managing projects, which enforcing our safety procedures and placement of our own manpower and equipment.
As Safety officer, Mr. Flannery holds a 10-Hour & 30-hour OSHA certification. He is responsible for reviewing our current safety procedures, updating our safety procedures, jobsite safety reviews and finally enforcing our safety program. MR. Flannery works with our Independent Safety Firm, Don Scott & Associates, to ensure proper safety is being used on our jobsites. We take safety very seriously.
Mr. Flannery also aids all the projects in placement of Florida Design field personnel and equipment. He schedules personnel and equipment to all the projects allowing for smooth transitions and proper utilization of skills. This production management allows for proper coverage on all projects.
While managing field personnel, equipment and our safety program, Mr. Flannery also project manages. Mr. Flannery has a can-do attitude and is whiling to roll up his sleeve and get the job completed whatever it takes. He specializes in mechanical projects including pumps, wells and piping. He also is our South Florida Water Management District (SFWMD) guru.
Steven Tamboer's Bio
Mr. Tamboer is our newest Project Manager with over ten years of experience in the construction industry. He is a part of our Project Management team with specialization in completing Lump Sum and Construction Manager at Risk projects.
Mr. Tamboer is a great addition to our Project Management team. His previous experience consisted of spending a great deal of time digesting projects and the requirements of the Contract to determine scopes of work and constructability.
Mr. Tamboer is highly skilled when it comes to the construction process and has a strong foundation in guiding resources, keeping projects on task and within budget.
