Joel Delia II's Bio
Joel applies his strengths as a leader, construction professional, businessman and entrepreneur as he represents your best interests. Ensuring his team delivers a successful project includes reducing and mitigating the risks that can occur during design and construction, such as recognizing project issues prior experiencing any impact to the project’s financial, schedule or quality performance. Examples of issues Joel has helped avert from affecting a project’s performance include a team partner not-performing, weather or related natural issues or anticipating building systems delivery problems.
His extensive construction experience includes managing large and small complicated projects, leading regional General Contractor offices in Tulsa and Los Angeles as a Director and owning and operating a growing Plumbing and HVAC subcontracting firm. Joel’s project portfolio includes ground-up facilities such as resort properties, office buildings and power plants as well as renovations and tenant improvements for hospitality, commercial, retail and industrial clients.
He provides you the added expertise of conducting labor negotiations, working closely with unions including managing two-gate project entries, ensuring projects meet Davis-Bacon wage requirements and providing expert witness testimony.
In addition to his firm and project management experience, Joel began his construction career as a laborer for his father’s General Contracting company at the age of 12. After eight years in the Marines where he gained lots of leadership experience, he earned his construction management degree from the University of Florida School of Building and Construction as well as an MBA with an emphasis in accounting from the University of Phoenix.

Mike serves as your advocate as he manages all aspects of the design, preconstruction/estimating and construction process consistently committed to developing open channels of communication among all team members and stakeholders.
As co-founder of New Horizon, Mike applies his passion for construction and the experience gained from over one billion dollars of construction to ensure your projects are set up for a successful . His passion for construction and development comes from a love of building and a desire to translate drawings into high-quality final projects that bring optimum returns on investment. This dedication is one his many attributes that has allowed him to recently contribute to the strategic growth of a prior contracting firm that led to an over 60% increase in revenue and the firm being ranked as the third fastest growing firm in Boulder Colorado.
Choosing construction at an early age, Mike’s hands-on understanding of the construction process began when he was fifteen working in the field for his dad’s healthcare construction projects. beginning as a laborer on a ground-up hospital he has developed into a project leader. Along the way he has as a project executive, project manager, superintendent, and engineer leading the process and providing preconstruction/estimating services.
