Our Story

Tom Burns brings over 35 years of experience in the construction management field.

He is retiring from full time employment, but looking for part-time consulting work.

 

He is a certified Planning and Scheduling Professional (PSP @ AACEI).  Most of the projects he has been involved in were highly operational and renovation type projects with many phases of construction and multiple prime contracts, so as to minimize interference with the facility’s operations while constructing new facilities.

 

He has been associated with many projects in all the phases of work; budget justification, design, bidding, construction, and claims resolution.

 

He started his career as the Owner’s Project Engineer on multi-million dollar mass transit projects for the City of Philadelphia.  His final project with the City was the $30 M

(1980 $$$) renovation of Suburban Station (Penn Station) for the highly successful

$ 330 + M, Center City Commuter Connection Project.

 

He has also worked for design consultants, other owners, estimating and scheduling consultants, claims consultants, and several construction contractors.  His expertise centers of the application of CPM scheduling techniques to plan, track, report, document, and manage the construction process. 

 

Tom uses the CPM schedule as the baseline for the development of most information reporting and tracking the issues in the construction process:

 

            the timing of the procurement of special equipment,

            the monitoring of the construction field work progress,

            the development of progress payments,

            the impact of change orders on the schedule,

            the overall status of the project, in comparison to the original plan.

 

He has degrees in Civil Engineering (University of Virginia), MBA (Temple University) and keeps up to date with many continuous education courses and sessions.  He is an active member in professional organizations, primarily AACE.

 

He is retired from the U.S. Navy Reserves where he was a Naval Fight Officer.  The flight experience contributed to his development into a “Top-Down, Big-Picture” style of project management.
