Our Story

  Clifton J. Burch founded Empire Engineering & Construction Inc. in 2005. Mr. Burch has a long history in Construction Management, Development, Strategy and Planning. With over 20 years of professional experience, he has successfully completed over 150 projects in the San Francisco Bay Area.

  Since it's inception, Empire Engineering & Construction Inc. has been a well-respected general contractor in the S.F. Bay Area area. We specialize in Excavating, Grading, Underground Utilities, Concrete Flat-work, Retaining Walls, Retrofitting, Tenant Improvements, Site Cleanup and many other aspects of construction. We believe that our honesty, open communication, reliability, customer service, timeliness and management will impact every project we undertake in a cost effective way so that every job is completed on time and on budget.

  Empire Engineering & Construction Inc. is a certified LBE, SBE, Micro SB, SLEB, MBE, MLBE, SBA 8A/ Hub-zone contractor. Our NCMSDC codes range from Heavy and Civil Engineering to Residential Remodeling. As a general contractor, we are qualified as class A, B, C-8, and D-63. As far as unions go, we are signatory to Local #261 (Laborers), Local #3 (Operators) and Local #300 (Cement Masons).

  We provide general contracting services for both the government and private sectors in the Greater San Francisco Bay Area area; our scope varies from performing simple home improvement projects to construction in commercial buildings. Our biggest assets include our talented, educated, and highly experienced staff as well as our dedicated, hard working, safety conscious sub-contractors. You can be assured that all personnel present at our work sites will exhibit the height of professionalism and courtesy at all times.

  Although we may not be the largest general contractor in Bay Area or have the largest volume of projects, we focus on providing a friendly, customer based environment that you will not find with other general contractors. Regardless of the type of construction project, we will work closely with you through the process, from consulting and designing to finish work. We will stay with you to devise a solution that fits your unique desires as well as your budget.
