Our Story

Founded in 1995, Stormwater Facilities’ origins were as a specialty contractor addressing Chesapeake Bay storm water management. Today, it is a total site development leader in Maryland, offering complete site management services necessary for quickly evolving industries.

Stormwater Facilities is managed by owner Jessica Scruggs, President and CEO/CFO, Rich Seitz, Jr., Vice-President and COO, Robert Seitz, Field Operations Manager and Don Zollers, Risk and Safety Coordinator. Rich Seitz, Jr., is a retired Fire Department Lieutenant and Fire Fighter earning several Anne Arundel County Excellence Awards for his years of dedicated service.

Each customer is a valued partner at Stormwater Facilities. A strong work ethic, one-on-one client service and budget management are the basis of every project, from start to completion. Stormwater Facilities takes time with our clients to explain project outlook in detail based on plans, reading drawings and information and addressing your questions or concerns. We know local jurisdiction codes and have decades of professional experience working with inspectors and county government.

Stormwater Facilities offers full site development, underground utility construction services, storm water management, grading, excavation, clearing and demolition. Our underground utility 24/7 emergency response services (water main and sewer) meets the needs of local municipalities when water main and sewer back ups occur. We also offer snow removal services for commercial builders, industrial builders, general contractors and home developers.

Complementing our site development services, we also offer underground pipeline trench-less technologies, directional drilling, hydro excavation, right of way (ROW) restoration, punch list completion, roadwork and asphalt repair, roll off dumpsters and hauling, fire suppression water tank installation and CCTV (Closed Circuit Television) sewer and pipeline inspections and locating.

We also offer residential, commercial and municipality septic and sewer systems failure or replacement and excavation services.
