Scope Of Work

EEI recently attended the grand opening for the Philadelphia House Authority’s new Lucien E. Blackwell Community Center. The $6.3 million community center was designed for community meetings, functions, and sporting events.  Located at the intersection of 47th and Aspen Street in Philadelphia, PA, the community center is approximately 12,000 sq. ft. and contains a basketball/ volleyball court, kitchen, community room, and outdoor patio.  It also includes outdoor seating with space for an outdoor market, performances, or meetings.

EEI conducted a complete subsurface investigation for the community center.  Research revealed that the site is within historic Mill Creek fills and we were able to target them during our investigation. The investigation consisted of field test borings and infiltration testing, laboratory soils testing and a geotechnical engineering analysis and findings report. The historic fills were indeed encountered and a ground improvement program consisting of aggregate piers was recommended for support of the building foundations and floor slab. EEI also performed environmental consulting and inspection & testing services for the project. This included inspection of the Geopier® installation, earthworks, concrete and structural steel.
