John Parker's Bio
Ireland’s loss was Southern California’s gain. The co-founder of our company is the garrulous Irishman John Parker. On the surface, he is an easy-going gentleman. On the job, he is all business.
John Parker co-founded Parker Brown, Inc. in 1994 with Scott Brown. The two set the “get the job done” tone for the company’s construction operations and corporate management.
Leaving Ireland for the U.S. in 1989, John owned and operated John Parker Building Ltd., a residential remodeling firm. After relocating his family to Los Angeles, John was the construction manager at a Los Angeles area commercial construction company until the inception of Parker Brown, Inc. in 1994.
John and Scott are personally involved in every project that Parker Brown, Inc. is awarded. They provide oversight from the job site or from the corporate office, and, in a lot of cases, from both.
John is deeply involved in the communities he serves. He is the past president of the Canoga Park/West Hills Chamber of Commerce, former president of the Canoga Park Improvement Association, a past member of the Oversight Committee on the Bond Program of Pierce College, and executive vice president of the Women’s Odyssey, a residential drug and alcohol recovery program. Currently, he is a commissioner serving on the Los Angeles County Building Rehabilitation & Appeals Board, and is presently the president of the United Chamber of Commerce of the San Fernando Valley.
Scott Brown's Bio
Scott Brown is one of those guys it seems you hardly ever meet in Southern California – a businessman who grew up in the Los Angeles area, went to school here, started work here and built a successful business here. (Although, of course, his partner is from the other side of the world.)
Scott’s keen knowledge of the building industry has been honed since he started working in the field in 1978. The dry wit and creativity he picked up along the way. Hit Scott with a tough problem during construction and watch his mind go to work until he comes up with an innovative solution.
He opened “Accent Interior Systems” in 1979, providing commercial framing, drywall, and acoustical ceiling services for many of Southern California’s top tenant improvement contractors.
He joined with John Parker in August of 1993, before co-founding Parker Brown, Inc., in 1994.
Both partners get personally involved with clients on their projects and pay close attention to the details. Through Scott’s direction of the construction activities for the company, Parker Brown, Inc., has become known for its high quality finishes along with its reliable and timely performance.
Scott lives in Thousand Oaks with his wife and four children. He is a member of the Building Industry Association, and the Building Owners and Managers Association.

Ariel Rios's Bio
Ariel Rios is on the job at Parker Brown as a construction superintendent after earning experience at three other general contractors. He started with us in 2015.
He lives in South Gate with his wife. His hobbies include sports, computers and “anything related to my work field.”
Beatriz Gaspar's Bio
Beatriz Gaspar joined the Parker Brown team in 2015. Since joining our team she has advanced from Administrative Assistant to Project Coordinator. As a Project Coordinator she is responsible for assisting our Senior Project Managers through the various stages of their projects, from bidding through completion. Beatriz’s hard work and organizational skills makes her an indispensable part of Parker Brown Inc.
Bob Fitzgerald's Bio
Bob began his construction career in 1986. He attended Los Angeles Trade Technical College for two years, then Pasadena City College for an additional two years. In 1990, Bob joined the Plumbers Union, where he worked in the plumbing field for 10 years. During that period he attended an additional five years of schooling for plumbers. In 2000, he became a project manager for a plumbing contractor, overseeing ground-up projects, tilt-up construction and tenant improvement projects.
It was during this period that he was introduced to Parker Brown, Inc., and joined us in 2003 as a construction superintendent overseeing both tenant improvement work and new construction. His background and education have proved invaluable over the years in resolving construction related issues. He lives in Santa Clarita with his wife and three children, where he is active in youth sports, including football and soccer. Bob is also an avid golfer.
Christopher Collier's Bio
Christopher joined the team in the fall of 2010 and worked his way up to Senior Project Manager and Chief Operating Officer. Chris manages roughly $12 million per year in tenant improvements and ground up projects. He has successfully completed everything from a 6-story parking structure to 1,000 square feet tenant improvements.
Clay Preston's Bio
Clay is a Senior Project Manager with more than 25 years of experience in all construction phases with both corporate and government clients. Proficient in developing and managing relationships with owners, owner’s representatives, architects, engineers, clients/stakeholders, and subcontractors. Adept at developing a comprehensive SOW for estimating and preparing proposals.
Dante Pugeda's Bio
One of the newer, talented superintendents to join the team at Parker Brown is Dante Pugeda. He started with us in November 2016 after working for several general contractors throughout the state.
Dante moved to the San Fernando Valley in 2008 from San Diego. He lives in Sherman Oaks. In his spare time, he likes to ride his Harley Davidson.
Drew Ryan's Bio
Andrew, a Sacramento native, joined the Parker Brown team in 2015. In his short time with the company, Andrew has completed a variety of projects throughout Ventura and the Los Angeles County. Andrew’s previous employers included Menchies Frozen Yogurt, where his role as a project manager was to handle 70+ franchisees on the west coast.
Eddie Castañeda's Bio
Eddie began his construction career in 1992. He joined the Parker Brown, Inc., team in 1998 and has proven himself with the company and has become a job supervisor. Eddie was born in the U.S. and raised in Mexico. He moved back to the states and currently resides in Mission Hills, where he enjoys riding dirt bikes in his spare time. Eddie is an efficient supervisor because he can perform almost any operation in the construction field. He became a father in 2005, and has experienced what fatherhood brings to life. Eddie works on projects throughout Los Angeles and Ventura counties.
Herbert Mitchell's Bio
Herb is a third generation contractor with more than 35 years of construction experience. Starting out at 16 years of age he worked his way up to being named Apprentice Carpenter of the year, Project Manager, and now Senior Field Supervisor. Herb joined the Parker Brown team in 2015 and has since been handling projects in Ventura County.
Jessica Vargas's Bio
Jessica Vargas is a CSUN graduate who joined the Parker Brown team in April 2018. She started in the accounting department and has now ascended to project coordinator. Her many skills in finance has made her a great asset to the company.
Jesus Hernandez's Bio
Jesus is one of our valuable, longtime superintendents. He has been with Parker Brown since 2003. Before joining Parker Brown, he worked elsewhere in the construction industry.
Jesus and his wife live in West Hills and have two children, a boy and a girl. In his spare time, Jesus has two hobbies – fishing and dancing.
John O’Connor's Bio
John O’Connor is a Cal State Northridge graduate with previous experience as an estimator in the insurance industry. John joined the Parker Brown team in 2013 and has been assisting in the estimating and project management on a wide variety of projects throughout Ventura County and Los Angeles.
Kevin McLean's Bio
Kevin McLean is a Senior Project Manager bringing 38 years of construction experience with an emphasis on producing excellent quality projects on a timely basis and within budget. Kevin has been with Parker Brown for 15 years and during this time has developed great working relationships with countless architects, engineers and subcontractors. These relationships translate to every project, big or small, being a team effort in which the success of the project benefits all involved.
Mark Bray's Bio
When you talk about a project manager who has “seen it all, you are talking about Mark Bray. Mark started as a field superintendent with Parker Brown, Inc., at its inception in 1994. Working through Los Angeles and Ventura counties and Santa Clarita, Mark has managed construction at numerous commercial offices, medical and bank projects. He headed the ground up building and tenant improvement for the Point Mugu Credit Union Building in Camarillo.
Mark has been involved in every facet of construction since he started his career in 1977. And he has done it all, including custom and tract housing, commercial tilt up, industrial buildings, restaurant construction, hazardous waste containment systems, water storage tank construction and steel buildings. His attention to detail makes for many successful projects. He was born in the Los Angeles area and lives with his family in Santa Clarita.
Mark Salter's Bio
Mark has experience is in all phases of the construction process. Maybe that’s why he is trusted implicitly by inspectors and property managers alike. In more than 35 years, he has successfully completed hundreds of projects. Coming to work for Parker Brown, Inc., in 2000, he has proven himself invaluable.
He began his work in construction as a commercial framer and has worked his way up the construction ladder to job supervisor. Mark has been responsible for many projects throughout Ventura County. He is well-known amongst the area’s city inspectors and officials, and has developed relationships with the local property managers and owners.
Mark has lived in Camarillo since 1979 where he enjoys hunting and being outdoors with his dog. Mark also enjoys riding dirt bikes with his kids and spending time with his grandchildren.
Rodrigo Fernandez's Bio
Rodrigo Fernandez has been a part of the Parker Brown team since 2009.
Rodrigo had a lot of experience in the industry in drywall, taping, texture, framing and painting. At Highland Manufacturing, he was the supervisor in charge of the drywall department.
Born in Mexico and raised in Minnesota, Rodrigo moved to California to join Parker Brown. He worked in the field for a few years doing framing, painting, drywall, and door installation before becoming a superintendent.
Rodrigo lives in Port Hueneme with his wife and three children. His hobbies are spending quality time with my family, bike riding with his children, and coaching and playing soccer.
Scott Bennett's Bio
Scott Bennett is a project superintendent here at Parker Brown. He is not new to the industry, having been a superintendent for about 30 years. He previously worked at Staples Construction. He started construction as a framer and he’s worked in the industry for the last 45 years.

Ashley Schubert's Bio
Ashley was born and raised in Southern California. She lived in Palmdale most of her life, moving to Woodland Hills in 2004. Mrs. Schubert joined the Parker Brown, Inc., team in early 2005, where she has undertaken billing and managing two properties for John Parker and Scott Brown. Ashley became a certified Notary Public in 2005 and notarizes all documents for Parker Brown, Inc. With her knowledge of computers and years of customer service, she has proven to be a true asset to the office staff.
Debbie Osmeña's Bio
Debbie emigrated from the Philippines and has lived in the San Fernando Valley ever since. After earning several business certificates in office administration, data entry, and accounting from the West Valley Occupational Center, she moved from the retail field into office support environment. She joined Parker Brown, Inc., in February 1998 as a receptionist and accounts payable clerk. Through hard work and dedication, she’s moved up to accounts receivable, and now to the position of office manager. She is responsible for the accounting and operations of the Parker Brown, Inc., office.

Breanna Jimenez's Bio
Breanna joined the Parker Brown team in October 2016. When she first joined the PBI family she was a part time student at Los Angeles Pierce College but now she is currently going to Salem International University on a softball scholarship in the fall, to get her degree in business management. Here at PBI Breanna is the smiling face you see as soon as you walk in to the Parker Brown office. In addition to being the receptionist, she helps out the Project Managers and Accounting.
Fred McGinn's Bio
For 25 years, Fred has specialized in flooring and has done everything from running his own outfit to being an operations manager for a national flooring company. When he’s not working, he enjoys riding his bike, coaching his three kids in soccer or spending time with his wife of 26 years.
Jeff Myers's Bio
Jeff has held a concrete and masonry license for 20 years and has been a deputy inspector for five years. He has served under the role of Superintendent for Parker Brown, Inc. for the past three and a half years.
Rory McLean's Bio
Rory joined the Parker Brown team in 2017. As a result of his father’s and uncle’s involvement in construction, he was fascinated by the trade at an early age. Although he started as an assistant superintendent, it was his conscientious effort and desire to learn the trade that caused him to quickly achieve superintendent status. He is an excellent example of the hardworking individuals who make up Parker Brown Inc.
