Our Story

Pacific Utility Construction was incorporated back in 1996, in California. PUC was founded by Joe Souza as a highly specialized horizontal directional drilling contractor. Joe built a name for Pacific Utility Construction as one of the trusted names in the industry through the safe, timely completion of highly difficult directional drilling projects.

As the opportunities to expand and grow around that core service were presented, Pacific began to offer additional services. It is very important to streamline the construction process for our customers, and increasing our portfolio of services has been a crucial element. This enabled PUC to slowly build our portfolio of in-house services while maintaining our impeccable reputation. Today, PUC is well positioned to provide a wide array of in-house services with the additional capabilities offered when necessary, by our trusted network of vendors.

What sets Pacific Utility Construction apart from the competition is that we provide our customers with an industry leading experience. PUC is able to deliver this experience due to the skill and experience of our personnel. For instance, when the inevitable issues do arise on a project, we utilize our extensive industry experience to quickly mitigate issues with the most cost effective solutions. This enables PUC to protect budgets and critical path due dates, a benefit that our customers appreciate.

Our excellent reputation allows us to expedite projects, as we have built many relationships with various agencies that permit and inspect utility construction projects. They know that PUC will complete the project in a professional manner, minimizing the issues that could result from construction activities. We are similarly well versed in building those types of relationships, as it is very important to represent our customers by leaving a positive impression. We have pleasantly surprised new customers with the ease in which we complete projects and the impressions left after all is said and done.

Pacific Utility Construction provides the intangibles that customers appreciate; a trait that sets us apart from other leaders in the industry.
