Our Story

Ross F. Carroll, Inc. was founded by Ross Carroll in October of 1990 and over the past two decades has grown to become one of the Central Valley’s Premier General Engineering Contractors.

Ross Carroll worked diligently to build a business and management team that reflected his values of integrity, honesty, hard work and pride in a job well done.  He was a visionary and an excellent business man.  His forward thinking created a succession plan which prepared the company to grow and prosper through recruitment, development and empowerment of the staff.

After his sudden death in 2002, Ross’ succession plan paved the way for his son, Sean P. Carroll to continue his vision.  Sean assumed leadership of Ross F. Carroll, Inc. (RFC) and combined the values upon which the company was found with his own commitment and dedication.  Today the company maintains an excellent credit rating, owns most its equipment, and has a first class shop facility.

RFC has the ability to partner in a wide array of projects including grading, underground utilities, paving, concrete, piping, industrial food processing and project management.  We have worked hard to earn the respect of our peers in the industry; and as a result have well established relationships with an impressive network of subcontractors.

Ross F. Carroll, Inc has successfully competed in both the private and public sectors.  The company has been successful in delivering residential subdivisions, commercial and industrial projects as well as schools and medical facilities.

We maintain an excellent relationship with our bank and bonding company, allowing us the bonding capacity to bond, build and deliver City and County projects.  We are very competent in managing prevailing wage jobs and maintaining certified payroll records.

We pay our bills on time.  We value being a fair, honest and reasonable company.  Established relationships with most of the contractors, material sources, trucking companies and others enable us to assemble and manage a team comprised of the best of the best.  We deliver a quality construction product on schedule, on budget, and in a safe and productive environment.
