Dale Dunlap, P.E., possesses over 20 years of experience in transportation design, land development, and other civil engineering disciplines. He has held project management responsibilities for design of new state highways, local streets, and associated bridge structures, as well as grading and drainage. He has a comprehensive understanding of California and Federal publications regarding the design and operation of streets and highways such as the MUTCD, A Policy on the Geometric Design of Streets and Highways, Roadside Design Guide, and other related State and AASHTO documents. He has been instrumental in the preparation of planning studies for public improvements on the state highway system and local government transportation facilities. Mr. Dunlap has also been consulting engineering project manage in the preparation of planning for diverse transportation projects of state and local authorities including the design of freeway and local roadway alignment and geometrics, grading and drainage, construction staging, and traffic handling.
David Eisenbeisz has worked in the areas of accident reconstruction and traffic safety for over 25 years. He has reconstructed over 2,000 accidents and has testified as an expert witness in criminal and civil proceedings in several counties in California and Utah. Mr. Eisenbeisz has worked on traffic engineering projects ranging from small temporary traffic handling plans to multidisciplinary traffic impact studies. He has a comprehensive understanding of the Caltrans manuals, the California MUTCD, key AASHTO publications (e.g. The Roadside Design Guide, A Policy on the Geometric Design or Highways and Streets, etc.), and other highway safety authorities.
Florence Silva has over 27 years of providing both clerical and administrative support to professionals, either as part of a team or individually. She has involvement with the coordination and implementation of office procedures, as well as the ability to multi-task and organize activities to facilitate the smooth running of the office. Ms. Silva's daily responsibilities include answering phones and responding to clients' requests and emails. She also is responsible for specific projects, tasks, and deadlines that need to be completed. Arranging meetings and appointments, and organizing travel for staff are part of her daily responsibilities as well.
Nitin Bhakta has 20 years of experience working in the fields of traffic engineering and accident investigation and reconstruction. He has experience in the review of roadway plans and engineering studies and has developed CADD standards and policies. Mr. Bhakta is familiar with the standards and guidelines published by AASHTO, Caltrans, ITE, and other traffic engineering authorities. He is skilled in assessing existing roadway design controls, such as available sight distance, in accordance with standards and guidelines accepted by the State of California. He has drafted, reviewed, and performed QA/QC on hundreds of roadway profile and plan-view drawings.
Randy Frankie has 25 years of experience working as a project manager in the fields of land development, traffic engineering and accident investigation/reconstruction. He has a lifetime of experience with AutoCAD and Bentley design software and has assisted engineers in the design of numerous developments in the Southern California region. He also has extensive experience reviewing plans and engineering studies and has performed QA/QC on a wide range of projects. Mr. Frankie is familiar with the standards and guidelines published by AASHTO, Caltrans, ITE, and other authorities. He has experience working with the local agency personnel to help guide land development projects from preliminary tentative maps through the issuance of certificates of occupancy.
Tom Wagner has 20 years of experience in working in the fields of land surveying, civil and traffic engineering, and accident investigation. He has performed land development surveying tasks that include topographic surveys for design and construction, layout staking for buildings, pipelines, and roadways, pad certifications, lot corner staking, property boundary surveys, grade staking, lot subdivisions and mergers, ALTA Surveys, and other land surveyor duties. In addition to hundreds of land surveying projects, Mr. Wagner has investigated more than 2,000 traffic accident sites and is an expert in the identification and preservation of evidence from vehicle and pedestrian collisions. Mr. Wagner is skilled in determining the limits of available sight distance in accordance with standards and guidelines published by Caltrans, AASHTO, and local agencies. He is also experienced in conducting traffic signal studies, performing traffic counts, radar speed surveys, determining roadway rights-of-way, and managing other traffic-safety-related field projects.
Kamie Champlin has over 30 years of accounting and human resource experience in the field of civil engineering. Her responsibilities include account payables & receivables, collections, and payroll. She is a Notary Public member of the Inland Empire Employer Advisory Council & Executive Director of the San Bernardino County 4-H Program.
