F&L Construction Inc. was founded by Mr. Freddie Winston in 1991 as a minority-owned firm.  Under Mr. Winston's leadership, F&L Construction has gained decades of experience in general contracting, construction management, design-build and site development in the District of Columbia and Maryland.  F&L Construction's experience, innovative solutions and hard work have set us apart as a leader in the field.  We offer services to a diverse group of clients throughout the Washington Metropolitan area.

F&L's goal is to ensure that we meet all of your building construction and site development needs at the highest professional standards.  You can rely on us to employ a comprehensive approach to provide reliable and quality construction services at a level commensurate with the critical mission of our clients and the community.  We offer a full scope of services from project inception to post occupancy.  In an effort to provide high standards for green building techniques in construction, renovations and building operations, we are certified by the Leadership in Energy and Environmental Design/Green Building Rating System (LEED).  We have completed numerous projects for GSA, the District of Columbia government and the private sector.  We work in integrated, collaborative teams focusing on customer satisfaction.
