Brian Kimes's Bio
Brian Kimes has worked with JES Holdings since 2000. In his role as Vice President of JES Holdings, LLC, he helps originate investment and development opportunities and manages key developer relationships that JES maintains throughout the United States. Kimes and his team are responsible for analyzing acquisition cost, pre-acquisition due diligence and underwriting. Brian’s previous experience at Wells Fargo Bank in loan origination prepared him for his current role. Brian serves on the board of the Georgia Affordable Housing Coalition and the Arizona Housing Coalition and is a member of the Missouri Alliance for Historic Preservation, Texas Affiliation of Affordable Housing Providers and National Council of State Housing Agencies. He is active in the community through his participation in the United Way, Multiple Sclerosis Foundation and his involvement with the College of Business at the University of Missouri as a member of the Herbert J. Christie Haynes's Bio
Christie Haynes, Vice President of JES Holdings, LLC has been a part of the JES team for over 20 years. As Vice President, Ms. Haynes is responsible for leading the asset management team. The team manages all of AEP’s investments via site inspections, financial review and quarterly investor reports as well as make sure AEP mitigates risk and protects tax credits. Christie is an integral part in maintaining strong relationships with our developers, management companies and investors to ensure success on each project. With the team, she has closed more than 50 investor funds totaling nearly $1.75 billion. Christie believes in AEP and the relationships and teamwork built by working closely with every internal AEP department to ensure seamless transactions. Ms. Haynes is so proud of her role within the JES Holdings companies that she assisted in creating the Michelle Sharp Outstanding Achievement Award in support of the Cystic Fibrosis Foundation.
Jeffrey E. Smith's Bio
Jeffrey E. Smith, a fifth generation Boone County resident, is the Founder and CEO of JES Holdings, LLC. JES Holdings includes Affordable Equity Partners, Inc., JES Dev Co, Inc., Fairway Construction Co., Inc., Fairway Management, Inc., Capital Health Management, Inc. and JES Prime Senior Living, LLC. With offices in Columbia and St. Louis, Missouri along with Atlanta, Georgia, this family of companies is dedicated to building quality, affordable and conventional housing across the United States.
With over 30 years of experience in the real estate and housing industries, Mr. Smith has been active with the Low Income Housing Tax Credit (LIHTC) program since the creation of the Tax Reform Act of 1986. He was instrumental in drafting the legislation for the state tax credit in Missouri (1990), Georgia (2000), Oklahoma (2014) and South Carolina (2020). A recognized leader in the affordable housing industry, Mr. Smith received the first Governor’s Award for Excellence in Elderly Housing in Missouri.
Mr. Smith is a veteran who served as a US Army Captain and in the Army Reserves. He contributes to numerous charitable, civic and educational organizations including: The Missouri Review Smith Prize for Fiction, Non-Fiction and Poetry, Boys and Girls Club of Columbia, Heart of Missouri United Way, The Food Bank for Central and Northeast Missouri, Arrow Rock Lyceum Theatre and The State Historical Society of Missouri where he serves as a trustee.
The Jeffrey E. Smith Institute of Real Estate & Capital Markets was founded in 2005 and operates within The University of Missouri’s Robert J. Trulaske, Sr. School of Business. As President of JES Holdings, LLC, Walker Smith focuses on the strategy and day to day operations of the company.
Walker began his career in real estate as the founder and CEO of JWS Developments, LLC, where he purchased, renovated, marketed, and rented residential real estate. He broadened his experience at The Kroenke Group, a leading U.S. owner and developer of shopping centers and apartments, and at Planigrupo, the largest developer and manager of shopping malls throughout Mexico and Colombia. Prior to joining JES Holdings, Walker worked for Rialto Capital Management, a real estate investment management company in New York City, where he financed commercial real estate through CMBS lending and securitization. He brings these experiences and expertise to his role as President of JES Holdings, LLC.
Walker graduated Summa Cum Laude with a Bachelor of Science in Business Administration from Babson College. Concentrating in Finance, he was the recipient of The Wallace P. Mors Award which is awarded to the top finance student in the institution.
In addition to volunteering with The United Way, he honors his family’s commitment to providing educational opportunities in real estate and finance to students through the Jeffrey E. For approximately 25 years, Will Markel has held many roles within the family of companies affiliated with JES Holdings, LLC. Today his role provides the financial oversight of Affordable Equity Partners, Fairway Management, Fairway Construction, Capital Health Management and JES Prime Senior Living underneath JES Holdings, LLC.
With over a dozen director-level leaders reporting to him, he is responsible for business development, legislative oversight, market evaluation and financial planning. Will has created relationships in several states around the country with investors and development partners in the real estate industry.

Mandi Boehringer's Bio
As Director of Business Development for Affordable Equity Partners, Inc. (AEP), Mandi is responsible for creating and maintaining investor relationships for the company.
Previously, during her 12 and a half year career as a partner with J. Buck’s Restaurants, Mandi used her professional career training to open seven upscale restaurants, one catering company, one coffee chop and deli and three fast casual units.
Mandi has proven her understanding and affinity for business as she transitioned from owning her own $36 million organization into the finance industry, where she felt compelled to focus on economic development for small businesses. Mandi was instrumental in passing several Property Assessed Clean Energy (PACE) legislative measures. She quickly became an industry expert on this asset class and has been featured on several boards and conferences including Solar Energy Industries Association and USDA Rural Development conferences.
Mandi spent three years working with the Rockwood Group, a structured finance firm based in St. Louis. While there, she served as a board alternate for the Solar Energy Industries Association, Committee for Women in Solar and was featured at various conferences and events as an expert in PACE and solar.
She holds a Bachelor of Science degree in Business Administration from Missouri State University.

Dana Cain's Bio
Dana Cain, Controller for all JES operations, has been with Affordable Equity Partners, Inc. (AEP) for over sixteen years. In her position, she supervises AEP’s accounting department and is involved with the analysis of final fund closings and investor financial reporting. Dana and her team works directly with governmental agencies both in Missouri, Georgia and Oklahoma on annual investor reporting.
Previously, Dana worked as a Staff Accountant for a local CPA firm in Columbia, Missouri. She has a Bachelor of Science in Business Administration with emphasis in Accounting from Columbia College.
An active philanthropist, Dana previously served as Treasurer of WIN (Women’s Intersport Network) for Columbia. She also served as a Board Member for the Boys & Girls Club of Columbia from 2013-2016, where she received Board Member of the Year in 2015. She has also served on the United Way and Rootin’ Tootin’ Chili Cook-Off committees at JES for the last five years. For the past three years, Dana has also served as a member of a Family Readiness Group for the United States Army.

Cyle Reissig's Bio
As Director of New Markets Tax Credits (NMTC), Cyle is responsible for managing Affordable Equity Partners, Inc. (AEP) New Markets Tax Credit program. This includes leading the NMTC application process, facilitating the identification and closing of eligible investments and overseeing a NMTC asset management group, compliance and reporting responsibilities. Cyle works closely with other members of AEP’s development and acquisitions team to build and strengthen relationships with current and potential lenders, equity partners and developers.
Prior to joining AEP, Mr. Reissig focused on structuring and closing NMTC transactions, in addition to Community Development Entity outreach with Advantage Capital Partners. In addition to NMTCs, he has experience working with Low-Income Housing Tax Credits and Historic Tax Credits. During his eight-and-a-half-year tenure at Novogradac & Company LLP, he provided services including audit and taxation, compliance, final cost certification, structuring, forecasting and applications. He also worked closely with the Novogradac NMTC Working Group, a membership organization that is highly regarded for its effort in addressing technical programmatic issues surrounding the NMTC industry.
Mr. Reissig received a bachelor’s degree in business administration with an emphasis in finance from Georgia State University and is licensed in Georgia as a certified public accountant.
Dan Torgerson's Bio
Daniel L. Torgerson, Director of Investor Relations, has been with Affordable Equity Partners, Inc. (AEP) since 2004. Dan works with all types of investors, but specializes in insurance company clientele. In his position, he has helped clients achieve federal and state tax savings that exceed $2 billion dollars.
Before joining AEP, Dan was part of PricewaterhouseCoopers LLP’s Financial Services Tax Consulting Group where he led, or was directly involved with, a team that helped insurance clients and other financial institutions save in excess of $35 million dollars on their state and local taxes. From 2000 through 2004, he helped author the National Association of Independent Insurers’ State Tax Guide, along with reviewing and editing the State Taxation section of the Insurance Accounting and Systems Association’s (“IASA”) Property and Casualty Textbook. He has practiced in the multi-state tax area for over twenty-five years and is a guest speaker at numerous events covering a variety of topics concerning tax, accounting, investment and regulatory issues for the insurance industry and others.
Dan graduated from the Carlson School of Management at the University of Minnesota, Minneapolis, with a Masters of Business Taxation degree.
In addition to his work with AEP, Dan had a distinguished career in the United States Army as a structures specialist. He was awarded numerous honors, including: two Army Achievement Medals, two Army Commendation Medals, the Good Conduct Medal and several Army Certificates of Achievement.
Dan participates regularly in such organizations as the National Association of Insurance Commissioners, the American Property Casualty Insurance Association, the American Council of Life Insurers and the Federal Bar Association.
Ellen Vossbrink's Bio
As director of asset management for Affordable Equity Partners, Ellen Vossbrink oversees AEP’s portfolio of communities and works to maximize each asset’s operations and financial performance.
In 2010, Ellen graduated from the University of Missouri in Columbia, where she received a bachelor’s degree in business administration with an emphasis in real estate, finance and banking. Ellen began her career with the JES Holdings family of companies in 2009 as a leasing intern. After her internship, she accepted a full-time position in leasing where she traveled throughout Missouri and Georgia leasing apartment homes to qualified residents.
Ellen later transitioned to asset management and financial analyst roles within AEP where she was given opportunities to: oversee a portfolio of apartment complexes; establish relationships with various investors, developers and management companies; structure current and upcoming investments; and close various real estate and equity transactions with developers and major investors. Prior to assuming her current role as the director of asset management, Ellen was promoted to a business development and government relations role where she worked closely with legislatures and other local groups on the advocacy of affordable housing.
With her vast experience in numerous roles throughout our family of companies, Ellen brings a strategic perspective to her work at AEP. Her commitment to growth is evident in her day-to-day actions and in her passion for the JES Holdings’ mission, and these efforts were recognized when Ellen was awarded the Michelle Sharp Outstanding Achievement Award in 2017. This award is presented each year to a deserving individual, chosen by directors and nominated by employees, who exemplify strong leadership qualities and dedication.
Ellen is also highly involved in her community and other areas of the JES Holdings family of companies as an active member on the JES Holdings employee engagement team, a member of the JES Holdings United Way Steering Committee and a volunteer for the Boys and Girls Clubs of Columbia and St. Louis.
Jeffrey Nolan's Bio
As Director of Corporate Development for JES Holdings, Jeffrey Nolan is responsible for all aspects of capital deployment and asset management for the Georgia Rural Investment Fund, a $20 million debt and equity fund focused on job creation in rural Georgia. In addition to his extensive work with Affordable Equity Partner’s rural investment funds, Jeff is also focused on the long-term strategic planning for the company’s senior housing portfolio, including skilled nursing, memory care and independent living communities.
Jeff brings over 10 years of experience in private equity investments, operational restructuring and business unit strategy to JES Holdings. Prior to assuming his current role, Jeff served as a vice president at Formation Capital, a healthcare private equity firm, where he led acquisitions and portfolio management in their $5 billion fund. While at Formation Capital, he closed over $500 million in transactions and was active in leading strategic initiatives with the boards at his portfolio companies. Before joining Formation Capital, Jeff was an associate at Rialto Capital Management, a real estate investment management company, where he underwrote non-performing loans for their distressed debt fund. Jeff also has a background in strategy and turnaround consulting, where he began his career as a consultant with Alvarez & Marsal and Capgemini Consulting.
Jeff earned a bachelor’s degree with honors from Vanderbilt University and an MBA in finance and real estate from The Wharton School at the University of Pennsylvania. He holds a Six Sigma Green Belt certification as well as his private pilot certification. Jeff serves on the board of directors of Mental Health America of Georgia, acts as the Southeast Regional Ambassador for the YMCA Camp Sea Gull and volunteers as an admissions interviewer for Vanderbilt University and the University of Pennsylvania.
Jim Markel's Bio
Jim Markel, Director of Acquisitions for Affordable Equity Partners, Inc. (AEP), cultivates and manages key developer relationships and opportunities in regions AEP is actively investing. Often a liaison between developers and AEP, Jim manages a team that assists development partners through the lifecycle of their development projects. He and his team work diligently to help partners identify potential opportunities, assemble viable tax credit applications and ultimately, acquire the credits awarded for the development.
Jim has been with AEP since 2006. His previous work experience was in the field of planning and community development. Jim worked both as a consultant to Cities and Counties on zoning and growth issues, as well as in local government planning and community development.
Jim is a graduate of the University of Southern Mississippi. He is active in his community, serving on the City of Newnan Development Authority Board and the United Way.
Shey Justice's Bio
Shey Justice joined Affordable Equity Partners, Inc. (AEP) in February 2013, as the Director of Leasing. Shey brought over 15 years of housing and construction experience, acquired from her diverse career in the traditional, agricultural, manufactured and commercial housing industries. Shey received a Bachelor of Design degree from Kent State University and is an award-winning marketing manager, receiving first place for Best 60 Second Commercial and Website Developer from Georgia’s OBIE Awards.
As the Director of Leasing, Shey uses a creative team approach to managing the AEP leasing staff. Shey and her team develop and implement strategic marketing plans, coordinate community outreach efforts and in conjunction with the marketing department, create advertising and media pieces utilizing all media outlets.
Ms. Justice works with the Georgia Canine Rescue and Rehabilitation, Inc., a non-profit organization that focuses on the rescue, rehabilitation and rehoming of dogs.
Tony Timmerman's Bio
Tony Timmerman, Director of Underwriting, joined the Acquisitions/Underwriting team for Affordable Equity Partners in 2013. Within the department, Tony has held the positions of Underwriter and Strategic Development Manager before beginning his current role.
Tony received his Bachelor of Science in Industrial Engineering from the University of Missouri and then progressed to receive his Master of Business Administration with an Emphasis in Finance from the university as well. Tony first began his career in 2011 at Garmin International where he worked in the Operations Department within the Special Projects and Industrial Engineering Teams. In this role, he evaluated data to help develop equipment utilization reports and worked to engineer ways to optimize activity and efficiency.
Besides dedicating himself to his career at Affordable Equity Partners, Tony is also active in the community as he volunteers for the Boys and Girls Club of Columbia, the United Way and St. Jude Children’s Research Hospital.
