Rocky Bleier Construction Group

Rocky Bleier has more than 10 years’ experience in general contracting and business development, but he is probably better known for the 12 years he played with the Pittsburgh Steelers and the four Super Bowls he helped to bring to the city of Pittsburgh.

Rocky is a 1968 graduate of the University of Notre Dame, holding a Bachelor of Science degree from the School of Business. He played one year with the Steelers before he was drafted into the Army. While serving in Vietnam, he was wounded by sniper fire and again by grenade shrapnel. Told he would never play football again, he returned to the United States and dedicated himself to returning to the football field.

Rocky applies the lessons learned from his military experience and professional football career to the day-to-day management and direction of RBVetCo’s business activities. His focus on the provision of exemplary service on every project, together with his emphasis on principled business integrity and credible dealings with owners, suppliers and contractors inspires the RBVetCo team to provide quality service and workmanship every day, to every customer on every project

Dave Tilves is a graduate of Slippery Rock University and heads up our estimating department, with over 30 years of commercial construction experience. Dave coordinates and participates in the preparation of all estimates that are provided by our Estimating Department. He is responsible for all estimating functions, including preconstruction; value engineering, alternative and comparative studies. He also has the lead from an Estimating/Preconstruction basis on all projects assigned.

Brian Merdian has over 25 years of experience in the commercial construction industry as a project manager. Brian attended CMU for Architecture and Construction Management and always focuses on 4 key components when managing a project; scope, cost, safety and schedule.

During his career Brian has delivered over 200 projects on time and under budget. His experience includes successfully managing projects in the fields of medical, commercial office buildings, government projects, multi-family, retail, industrial, and manufacturing. In addition to having this experience working on traditional construction projects, he has successfully performed his duties on a number of fast-trak and design build projects. This compounded with his experience in designing, ordering and constructing pre-engineered metal buildings brings another added dimension to the team at Rocky Bleier Construction Group.

Brian also serves as a Supervisor for the Township of Sewickley and stays active by volunteering in his community. In his spare time he enjoys golfing and being outdoors.

Laura started with RBVetCo in August 2014, as an Administrative Assistant and became the voice and face of Rocky Bleier Construction Group as she was the first person our clients would hear and/or see as she manned the phone system and oversaw the reception area while maintaining other administrative duties.
In 2016, Laura was promoted to Office Manager that expanded her daily routine of overseeing the everyday operations of the office while continuing to manage the phone and reception area. As Office Manager, Laura’s responsibilities include accounting, payroll, and set up & maintain all job files, and provide support to Rocky Bleier Construction Group’s project management team, and estimating.
Laura is very outgoing, professional who will continue to grow and succeed at RBCG.

Randy started his career in construction with Rocky Bleier Construction Group back in 2006 as a Field Engineer and quickly progressed to a Project Engineer assisting with estimating and project management with the coordination of bid submissions, subcontracting documents, Requests for Information, and project material submittals. Randy also supported estimating activities, including take-offs, soliciting subcontractor bids and overseeing the development of subcontractor scopes.

In 2016, Randy was promoted to Project Manager for his ability to identify potential problems and to collaborate with Owners, Architects and Engineers to develop practical solutions.

Randy is proficient with contract negotiation, project estimating, enforcing contract requirements and budget compliance. Friendly, professional service and delivery of safe, quality work product form the fundamental basis of Randy’s project management philosophy.

As Director of Business Development, John Tobin’s primary role is the development of diversified revenue sources and business opportunities for the Company, including expansion of the Company’s work in the public (Veterans Administration, Health and Human Services, Indian Health Service, Department of Energy, Army Corps of Engineers, among others) and private healthcare sectors, as well as commercial construction projects in the private sector. He assists in contract negotiations, evaluates business opportunities and manages dispute resolutions. He brings a variety of experience and perspectives from representing and working with commercial real estate developers and corporate business entities in private practice, and as a retail business owner and operator. John holds a B.A. in History from Indiana University of Pennsylvania and a Juris Doctorate from Duquesne University.
